LTS to LTS upgrade happens when Canonical releases the first point
update of the new LTS which is 24.04.1. That is suppose to happen on
the 19th of August. A new update on the release date says it is going
to happen on the 29th. So the developers moved it two weeks. I guess
there are bugs to smoothen out.
